The same law that protects people who rip images off a dvd and post them online. It's basicly the same thing, we're ripping images (a larger amount) off the dvd and putting them to music...
Who cares anyway? I mean if they havnt pressed charges yet, and they OBVIOUSLY know about this place, who cares? if they do press charges, we can all chip in to pay them off and shut this place down, it's life, shit happens, dont worry intill it happens.

"Fair use" is what allows people to use frame-captures from a DVD and post them. AMVs, in 99% of cases, do NOT fall under that definition. They instead fall under the definition of "an unauthorized derivative of a copyrighted work", and distribution of such is illegal.
Here, do your homework.
"Most people don't care" is not the same as "it's legal". You could make some philosophical arguments about society and law...but I won't do that. It just makes the situation worse than it already is.

(1) This only applies in the US.

Instead, in 99% of cases, they fall under the definition of "an unauthorized derivative of a copyrighted work"". The first wording is misleading, and there are a significant number of authorized AMVs out there.
(3) Here's section 107, Fair Use doctrine. The document admits that "fair use" is a rather gray area, but it's pretty clear that AMVs don't need to be subjected to this analysis -- they're derivative works, plain and simple.
Addendum:
I, like many other people here, really don't care about abiding by these laws when I do AMV work. I'm too small of a target to waste money on, I'm not making any money off my work anyway, and I'm not stealing money from the distributor or the animation studio. I'm just pointing stuff out...
