Site Skins not on all pages

I am not using the default site skin. I have been using some others for quite some time now, but a while back, the main memebers page defaulted back to the original skin, but the other pages were using the skin I chose.

Just recently, I switched it over to another skin I like more, but now even less pages are supporting this skin. Is there any reason why? Or does the creator have to create a skin for each individual page?

The site was being converted over to a different layout, and only some of the pages have been converted, and the rest seem to be lost in limbo right now. Old style skins will not work with the new layout.

Well, its more a matter of all the rest of the pages being converted into the new layout. I mean I started working on a skin back when the design change started about 2 months ago, but only something like 1/3 of the pages are converted over so far, so it can't be finished.
