You cut in and out of a white or black still very rapidly. Some people prefer to use partially transparent overlays.

In what program?

Adobe Premiere has a strobe light effect (at least in 5.1 and Pro), but I've never used it, because I prefer this method, which gives you more control over the process:

- Make a matte of whatever color you want to have flashing
- Plop it onto the timeline, above the main video clip
- Shorten it to one or two frames
- Repeat for as many flashes as you want

I use the wonderfully frustrating WMM2.

Make a color matte of what you want flashing in an image editing program- such as Microsoft Paint, and import that into WMM2 and plop it on the timeline.
