I've only been able to think of one suggestion that I haven't seen here (although I haven't gone through all 40-some pages) and that's a forum for video game related stuff.
It seems that one of the biggest questions is how to rip .pss files from video games, and it seems to be a little hard sometimes to find the answers with so many posts, threads, etc. A Forum (or sub-forum) devoted to video games (or maybe just ripping from games) would give all newbies a direct place to go, as well as serve as a resource for the intermediate and advanced alike.
If this has already been suggested, my apologies.

And since we now allow anime-like cg vids from games, I'm sure you can discuss them in any of the pertinent forums without it being considered off-topic and deleted. After all, if they didn't want to mix anime-like cg (think ff8) in with the amvs, they wouldn't allow them on local.
If you have a ripping question, just post in the video or program help sections. Castor did a nice thread on ripping ps2 games in the 'General Video' section - and no one blinked at it not being an 'anime related' subject. Now that the off-topic section is gone, games and cg discussion mixes right in with the anime. Nice, isn't it? ;p
