If you put it in that perspective, Shizune's route was nothing but "Whahahaha~! Join the Council!", In Emi's route, Rin steal's much of the show (though this can be said in the other routes, but not as much as Emi's), and only ends with a promise and no fireworks, and Hanako's route is pretty much just babysitting her for Lilly, and Rin's route, well, I guess not much can be said about hers.

There is a plus for each of the routes, the pretty fireworks, the little race that brought em together, getting Hanako to open a lil, playing hard to get, etc. etc. At least with Lilly you learn about her past more than you learn about the others and you also get to meet a family member, unlike the others.
