Vegas effect

Can Vegas do rotoscoping? If so, what's the easiest way to do it? If not, how could I do it in Vegas?

Pan/crop. Use the pen tool to make masks.

is it one of those things where you gotta change the movements every frame if the character moves? (Example: black background, red character)

Uhm. Yes (rotoscoping means masking from frame to frame), but no(for your exampel).

If you have one (I guess you mean the original clip) black background with a red character on it... I would simply key out the black background with an keying effect.
