Plz help w/ sony

I have this weird issue with vegas not a very big issue. So heres the problem i want to shift a video clip up and down but the problem is that it only lets me move the clip screen side to side and not on the X-axis only on the Y-axis so is there any way to fix this.?

oh yea, and the one that looks like just an up and down arrow, will only allow you to move it up and down
