No you're not supposed to use someone else's video as your source without permission. As far as that shot goes, sometimes these things can occure strictly due to random chance (watch a bunch of video girl AI videos as they exemplify this) as shows without much source often end up with the same editing sequence by just odd chance.

if you take someones editing without permission it can get your video deleted. its against this site's rules...

if you find someone stealing someone elses editing what you should do is notify the original editor and let them take care of it... if they wish to "press charges" or not then that would be up to them...

i once notified an editor that someone else took their editing, and they worked it out on their own

ive also had my editing taken and have worked it out on my own..

but in some cases people can get the offending editor banned/deleted.. i think this is in the faq somewhere i remember reading it somewhere..

so: if you find someone ripping off someone else notify the original editor... let them deal.
