THE (British) Government is seeking to prevent an EU directive that could extend broadcasting regulations to the internet, hitting popular video-sharing websites such as You()Tube.
The European Commission proposal would require websites and mobile phone services that feature video images to conform to standards laid down in Brussels.
Ministers fear that the directive would hit not only successful sites such as You()Tube but also amateur “video bloggers” who post material on their own sites. Personal websites would have to be licensed as a “television-like service”....

Of course, the big question mark is: what labels signed the deal with Google? As far as I know, there's no way to know. So, I guess not all AMVs are legal, but I'd say your generally gonna be safe with anything you upload. The labels are starting to cooperate with GooTube one by one, seemingly allowing content to go un-DRMed on the site as long as they get a piece of the action, and some control over what gets posted on the site. You-Tube has pulled infringing videos on a piecemeal basis, but no one has delivered a massive list of infringing files to You-Tube or Google, the way Lars Ulrich did to Napster.
What's more, these deals allow people to create their own music videos to upload to hosatchel using copyright sound recordings. This amounts to the labels giving GooTube users somewhat of a blanket license to create derivative works out of their music videos.
You can already find tons of lip-sync videos on You-Tube...This trend will likely grow, now that the labels have realized that there's value in having legions of people shooting and watching what are essentially grass-roots advertisements for their songs.
If nothing else though, simply the fact that the publishers are starting to see how fan-made content really actually helps to promote their content bodes well for the AMV community...
