transition question

transition question
Im not exactly what this transition is called but Ive seen it done several times. Its almost a mixture of the cross dissolve transition and the strobe light effect. Anyone know what Im talking about and how to go about it?

Ok just to make sure we are on the same page, the video brightens up until its completely white, and then the whiteness fades away to reveal a new video?
This is typically done with the Levels effect, which should be available in any decent editing program, though there are many variations which can give you a slightly different look. Maybe a simple fade to a white image would also suffice.
