That's because their government doesn't believe in anything that could possibly offend anyone, there for limiting speech accordingly.

In fact, i hear it's a safe bet if your re-entering the country not to mention you were at an anime convention because their boarder patrol people equate all anime with loli/shota stuff (which is considered child porn in Canada).
