I looked for an anwser to this with search but couldn't find one, so...I need help. I'm having reoccurances of past frames, usually individual frames suddenly popping up in the middle of or between other clips. I can't see this in WMM, only in the finished video. I've tried going frame by frame in WMM but I can't find the offending frame at all.
Any ideas?

WMM just does that, unfortunately. Open it in VirtualDubMod and clip out the offending frames. I've sometimes been able to catch them by moving to storyboard mode, but there always seems to be more popping up. I'd say removing them in post-processing is probably your best bet, since they seem to get added during the render, although if there's too many this could screw with your sync.

WMM doesn't let you acurately edit frame by frame...
The errant frames you're getting are probably due to editing with codecs not intended for editing in the first place.

BasharOfTheAges is correct. What you are seeing are called "orphan frames" or "stray frames". WMM2 as far as I know, is not able to edit down to the frame level (well, there is a way to do this, but it involves a trick). At best, if I remember correctly, it can get about 2 frames accuracy (since WMM2 is apparently a 15fps editing environment). A very interesting read here: What Frames Do You See? Another culprit for orphans is using video encoded in codecs not suited for editing like Xvid, Divx, and yes even MPEG1/2. There are ways to get around this. The best way to eliminate orphans is to prepare clips in VirtualDub/Mod without the extra frames and edit with those. Converting the videos to codecs better suited for editing like Uncompressed RGB, Huffyuv, or Lagarith will take up more hard drive space, but the trade off is usually worth it.
