Im convertiong to Mp3?

This may seem stupid but im using virtual dub to compress my amv and i want it to be the Highest Video quality and smallest size.... dont we all i know but so far i figueard thea divx4 will get the job done now i am also able to convert the audio to mp3 is this the best option and if so what ratio should i use 48000Hz or 32000Hz or can i go smaller with out comprimising audio quality
