One last question..( Premiere, regarding "borders"

Still working on my first AMV and will have it uploaded momentarily but..

I was wondering, when you say crop part of a film to isolate it for the rest ( in example, having a "strip" of film playing over the top of another.

I want to add a plain white-edged border to it on both sides. A noticeable hard, white line to both sides of that "cut out" part of film.

How would I do this?

Crop a matte so it looks like a line and place ot where you want
or
Make a rectangular matte that has the same kinda ratio dimensions as the footage but just a little bigger so that if you place it behind the footage it looks like there is a border around the footage.
or
in Premiere an effect called alpha glow may also give you the desired effect.
