That's... quite an interesting concept. Unfortunately it doesn't really work 
Video quality needs quite a bit of help too - I've never seen the sort of problems you claim to have in any other Hellsing vid I've watched, so I wonder what you might have done wrong in the ripping process. Then again, encoding to MPEG certainly doesn't help matters.
