Blockiness Showing Up In My Video On Lens Flare Effect

Ok. I just recently completed a video and I think it came out great, except for one problem that's been bugging me. There are three times in my video where I used a lens flare effect with keyframing to make it get brighter and then back to normal. It looked completely fine until after I encoded it to Xvid and then I could notice some blockiness in my video. These instances are at the following in my video:

00:01-00:03
01:36-01:38
02:42-02:44

Is there someway for me to not have this happen while keeping the file size somewhere close to under 100 MBs or is this going to be impossible? The link to the video is below by the way.

If I can somehow fix this, I'd definitely like to resubmit the fixed up version since I still have the Huffyuv AVI of it I exported from Premiere.

You can fix zones so that the lens flare parts get more bits.

I tried it out and it did the trick. Thanks again. Now I just need to get my current uploaded version replaced with the fixed up version.
