Low Opacity?

I know, a really stupid question to ask, but I'm in need of assistance ASAP. I was wondering if anybody knew where the button for creating low opacity video clips in Adobe Premier Pro? For those who don't understand the jargon, low opacity means like: clips that look like they are ghostly and can have other clips be seen through them.

double click on the clip and it should appaer in the center window on top. Now click on the effects tab of that window. Opacity is one of the things there.
