As we are not supposed to use downloaded material for the song(s) or video(s) in our AMV's... where/how does one obtain clips from a video game console.

and are we not allowed to use fansubs?
I dont care about what youre doing so much as the idiotic way youre doing it.

Fansubs are downloaded material. People use them, skirting the rules of the site, especially for newer series that are airing in Japan currently and aren't available on DVD yet. They just don't talk about it. It's pretty obvious which ones do use fansub footage since many don't bother to remove the subtitles.

As for video game consoles, it will depend on the console and the game. Here are a few threads dedicated to game footage capture/extraction:

At the very worst case, you will need an analog capture device to hook your console to your PC to capture the footage as it plays instead of directly off the game disc.

If you're at all serious about AMV production, then yes, you'll definitely need hard drive space.

And yes again, hard drives are getting less expensive all the time.

You can also get around that sometimes (on playstation, and most if not all cart based consoles) by emulateing it and recording it useing a free program such as FRAPS (www.fraps.com). If what you want is just a cutscene and not in game footage than it should be rippable straight from the disc, but remember Dreamcast discs can't even be read by computers so no go there... pretty much just PS and PS2 afaik... maybe Xbox, but IDK. Also remember some cutscenes still use in game cinematics. You have to manually (analogueley) capture them :P good luck ;p.
