I presume you're on dial-up and your folks want to keep the phone line free? All you have right now is the intent to make a video. It's a good start, but that's all it is. If you really want to have your idea seriously considered by people, you should start by drafting out your video idea clearly and have a specific plan made.
You would have to plan out and chart the precise times in the footage (whether movie or episode) for where to cut each part of the video sources you want to use. Piece them together on paper using numbers for the clips you want to use. Write down the entire video plan from start to finish, along with specific times in the video for where in the music video you want specific effects or transitions.
Once you have a complete plan fleshed out on paper (or word processor), then you would have a specific idea and plan to present to someone. At that point, look for someone and present your idea to someone who would listen and be willing to help you with the video editing portion.
All of this sounds like it would be a lot of time and effort, and it is. You would still need to understand the video editing terminology and be able to put your vision to paper in a way that an editor could follow and produce everything you would want done. If you feel you have a good video idea and you can put your vision into a design on paper, however, it would be worth all the time you put into it.

Welcome to my world back in 2002. I've still got dial up, but I managed to shoot out a couple of videos. I was 17 and knew nothing about making videos. Opened up their guide, read the whole thing (admittedly, the guide is enormous now), practiced the basics made from other AMVs. Oh and BTW (sorry for the double post) a very large portion of we AMV makers, myself included, are confined to crappy dial-up connections. Just upload your AMVs at night! Get them started when you go to bed and it should be done by the time you wake without having blocked any calls. So yeah, that excuse won't work. AMVs were around before DSL and highspeed internet were common for people to have in their homes. Dial-up, though not ideal, works just fine.
