Adobe Premiere Pro

I was wondering if there is a way to do any type of motion effects in Adobe Premiere Pro such as the type of motion effects in the music video called Olin or the music video called Witch Hunter Robin- Lunatic Asylum. If there's like any way please let me know or do I need some type of plug in? and another question would have to be how to make a stained glass effect and a "shatter" effect. Any help or advice would be greatly apprecitated.

Oh, absolutely!!
But for me to sit here and tell you how to commit a hate crime on faux-3d in Premiere would make the baby jebus vommit. Perhaps money (assuming but some how doubtful) better spent is the Adobe Video Bundle Pro. Then you have After Effects AND Premiere. Though the fact that you can't manage to find the Motion settings makes me wonder why you jumped head first into Premiere. On top of that 3d layering is not hard but has a bit higher learning curve than simple cut and toss as most are prone to.

!!! Gah!! I found the motion settings, I know how to work with them but my question is is how to mahke it look like a camera is going through the sequence you would like. (I'm trying to be as specific as I can.) It would be called camera effects or something of that nature right?
