Can't Leave Reviews on videos not available....

I've found out people can't leave reviews on my videos that aren't "available" here on the org due to the "situation". Anyways is there a way that we can get it so people are able to leave opinions on videos that aren't available. We can get to opinion page but it willn't allow you to submit.
