A specific question on technique

Excuse me I'm very sorry to bother ya'll but I have a few questions and would really appreciate some help.
How would I superimpose a single image over a background video?
If You can spar the time I'ld be greatful or if there is a link that would work great

Put it as a layer above all other video layers and strech it to fill the whole video. Make sure its RGBA unless you intentional want the image to appear as a block. Or alternatively, use a chroma keyer (thers one in your editor, probably) to remove the background colour.
