You're not supposed to use Adobe Premiere for encoding something small enough to distribute.
You're supposed to export a full-resolution, full-quality master copy of your video from Premiere and then compress it with something else.

I'm not sure what your problem is. If its rendering Huffyuv compressed file from Preimere Pro 1.5. I have a problem where it comes out looking like crap. I was told if you click Always suggest RGB for output, it might work, but that didn't help me so I alway compress with "None" set as the compressor from P 1.5. Of course the filesize is about 2.5x bigger.

If you properly installed the codec (as per the instructions in the readme.txt file included in the ZIP archive), then "HuffYUV 2.1.1" should show up on the list of Video for Windows codecs in Premiere Pro's export compression options the next time you run Premiere Pro.
(You are exporting in Video for Windows mode and not DV mode, right?)
