How do you make a banner?

Do I need to download all of these things just to make it work?

1) C compiler

2) source package

3) GCC

4) A recent version of pkg-config

5) GTK+ 2.4.4 or better (Gimp Toolkit).

6) GTK+ 2.4.4 needs the following packages. (Either the version listed or newer)
GLib 2.4.5
Pango 1.4.0
ATK
7) PangoFT2 a Pango backend that uses FreeType2 (Make sure you have FreeType2 installed before installing Pango).

8) libart2

If so what are they, and what do they mean by 'debugging static libs turned off' what is debugging?

I'm sorry I'm being annoying. I don't usually ask questions, I just figure it out on my own But I want to learn how to do these things, and sometimes to truly understand something. One must know how to ask for help, so I'm trying. Please bare with me. Thank you.
