To do this in premier 6.5?
ello~, the effect is called "Cookie Cutter" in Vegas Movie Studio 4. What i want to know is, how do i do it in adobe premier 6.5?

The Vegas Cookie Cutter is a built-in masking capability...without the complexity of making an alpha channel picture or compositing setup or anything like that.
You drop the effect on a clip like any other effect. Select one of the predefined shapes (circle, oval, rectangle, arrow, etc.). Then adjust some parameters (size, location, border, feathering, etc.) The result is exactly like masking the clip with that shape. It's faster than compositing, but you are limited to the shapes that are provided. A quick tutorial is here.
Very useful and one of Vegas' best features. I'm almost certain that Premiere has nothing like it.

Create a black and white image mask in an image editing program, then use it as an "image matte" in premiere.

Read the manual and see how to do it then. Image Matte is the term you need to know to look for.
