How to do this effect?

As you an see in the following pictures it is very bright, id like to know what effect it is, i already know its not the normal white flashes, where you use the rubberbands. Following pictures from the amv "Whisper of the Beast"

Increasing brightness maybe?

Just increasing brightness won't give you that fuzzy look. I'd pobably try using two video layers, increasing brightness and applying a gaussian blur to the top one. Then you set the top layer to 'lighten' (if your in After Effects) of mask out the darkest bit if you're in premiere (you should probably do this before the blur and brightness in premiere).
You could also throw a little yellow into the top layer to make it look more like overexposed film.

After Effects also has an effect that make video look overexposed. That's pretty neat too.

Certain programs have a kind of Glare effect that will do that (I know Ulead VS8 has it), but if yours doesn't, try increasing the brightness and either try increasing the sharpness or add a threshold effect.

You could try duplicated the layer, then apply a gaussian blur and a screen transfer mode to the top layer, then maybe adjust the opacity of it to your liking. That should go a ways towards giving you a look like that, though I'm not sure its how they actually did it in that video. They could have possibly also used some sort of "glow" or "bloom" filter.

If you still have Vegas Movie Studio, try experimenting with the Glow and Light Rays FX.

Just that.

But, just to add something more, you can create something good using color keys on the 2nd layer.

About the second picture you posted, that is by far more complicated, first of all, you need (not sure of that but moslty I've recognized it) Starglow, that's a Plug-in for After Effect by Trapcode.
