Cutting the Movie into parts

I need a little help finding a program that chops up the video into frames or so I can record from one area to the next as its own moive. Also any suggestions for programs that takes the sound out of movies so I can put music in the background.

Please note that I am a cheap person and freeware is the best

Maybe "Windows Movie Maker" could be useful

VirtualDubMod. The only things it can't do for you are edit a video (unless you're Tab) and brew coffee. This program is included in the AMVapp.
