I've been trying to do an effect for quite some time now and have failed to achieve anything.

The effect I'm trying to do is to have the characters and the background shake. An example of this would be as followed:

Notice how the characters are shaking. This is a still picture. In the video I want to be able to do this constandtly. Shaking very slightly up and down.

This is the same picture a little after the effect finishes:

If you need more clarification on what I'm trying to do them I'll gladly explain clearer.

So basically you want to shake the whole frame slightly, with a blurry motion (or is the blur optional?). What editor do you use?

That would be a matter of going into the effect control window/tab for your particular clip and modifying the motion control settings for position (and possibly rotation and scale as well). Simply turn on the keyframe option and move the frame slightly every so many frames. You should zoom in a little, so the edges of the frame won't show. It takes little practise to get it right, but it shouldn't be too much work if it's just for a few seconds (you can move the frame by dragging it in the monitor window).

There might be plugins available to do this automatically (which might give you better animation), but I don't know of any. After Effect lets you do this more easily with the wiggler, or a set of expressions.

for a picture containing movement try Ghosting
it's a nice effect
as for a still picture use keyframe
you can make a blur shaking with motion blur or zoom the picture as risk one said and change it's position
i work with prem 6.5 though
dunno what your version offers

ya i know about ghosting but it only works with moving clips. not still clips or clips in which not a lot of things are moving.
