What program lets me take video footage from a game & make it an MPEG or other file.

Is it a free download?

Do I just pop Megaman Anniversary Collection into the PC & start ripping?

Those seem to only work for PSX or PS2 games. The game I have is for GCN.

You probably should have mentioned that. Here, your best bet is probably to rig up a video capture card and capture the footage manually.
