I have the feeling there's got to be some program that will demux .VOB streams to plain old MPEG-2 system files (not counting AAC, AC3, or PCM audio), but unless TMPGEnc's MPEG Tools will do it, I don't know what will.

To get .vobs to run on your computer you'll have to have an MPEG-2 decoder (I rather like MainConcept's), which can be gotten either alone or by installing DVD playing software, since that'll copy the necessary decoders to your computer. If you're smart about installing codec packs, you'll be able to find the necessary codecs in that to play both MPEG-2 and the AC3 audio that most .vobs use. Those decoders will let you play .vobs in WMP or RealPlayer.

um, this may sound stupid, but if it already ripped to your HD, can't you just change the VOB extension to a MPG extension? I've done this with my VOB files that were DVD Decryped, and they work just fine.
Isn't the VOB just a different extension for the MPG2 that a DVD player reads?

Most computers don't come equipped to play MPEG-2 video, which is mostly what you find in VOB files. You need to install an MPEG-2 video decoder and an AC3 audio decoder to play DVD ripped files correctly (these usually come as part of DVD playing software).
