Stars for non-local videos

I know that previously when this was discussed, it was said that it wasn't do-able because you couldn't actually make sure a file was downloaded.

But, what if you made stars voluntary for the non-local videos?
You could have a drop-down menu on your members page, as you do after you download a local video, and the options could be the 1 - 5 and then "No".(For no rating).

This box could appear if you click the link of the indirect or direct download.
So if you don't click the link, you can't star-rate.
So you have to atleast attempt to download the thing before you star rate non-local videos.

You're already keeping track of what video links are being clicked, so I don't think it would be too hard to put this in.

And don't get me wrong - I know there will be abuse of the system.
Someone clicks the link, doesn't download the video, then gives it a star rating of 1 because "I hate this creator" or something.
But again, we already have the star-rating score-eater in place.
If someone gives too many 1s, their scores aren't counted.
Why not have this for non-local videos, too?

With more and more videos being submitted every day, more and more people are only using star ratings. It's sad to see that old/non-local videos are being left out of getting a comment or anything just because they aren't on the org's server.

Or, If you give alot of ones when the average is 3 or better, that way, the problem probably isn't the videos.

And I like the idea, hope it is accepted.

It's also if you give a lot of 10s.
