I'm not aware of any rule prohibiting someone from putting an info line with a link to the video or it's page in their forum signature, as long as the sig complies with the size rules.

If you have interest in participating in this community for other things than promoting this one vid, putting it in your sig (and pimping it in your site journal once in a while) should get you some hits.

Anyways, in my observation, hosting is getting to be less of a problem these days. There's things like Rapidshare that you can use to get your vid over to others.

The greatest issue is promotion. And as far as promotion, may I suggest 'pimping' on Sailormoon-related fan forums. It's bound to get some attention there.

If you combo it with anime and there's more anime than live action used, then you can host it here (or atleast, last time I check it was so).
