I think this is a personal question.
Some people find it very easy to make effects that are cool and they do not need too much time to make them. A person that has worked with After Effects for 10 years find it less difficult to make effects than a person who has not been using AE for a while. The same happends if you use the effects from premiere. I've seen persons who use many effects but they dont kn ow how to use them in a video, so it look bad. But a person that knows how and when to use a simple effect (like fade) might make the video look cool.
But in the end it matters how much time and effort you put into your video (effect or no effect) rather than how many effets you put into a video.

Re: Special affects or no special affects
Both kinds are easy to make.
Making them look good is the hard part.

Considering I can't do good effects or well done timing and flow I feel I'm totally qualified to sit down and shut the hell up about this topic. Despite that I'm going to throw in my opinion.
Well down effects that help enhance the flow of the video are harder to do than making the video flow with just edits. Making the video flow with just edits is harder to do that the overdone flash on the beat type effects. Flash to the beat effects are harder to do than throwing clips in randomly. Throwing clips in randomly is harder to do than telling people what's hard when you haven't made a new video in half a year.

I realy badly want to do an effects heavy vid. Seriosly badly. but I keep geting great idea's for videos that would requir nothing but good scene selection and crossfades. Effects are easy to do, and after some practice they dont take much time. The ones that do take alot of time are usualy tedios because they requir a repetitive process (like masking a characters movements). Geting scenes to fit well enough with the music and having all the cuts structured togeather so that everything in the video fits flawlessly as a whole is alot harder than any effect.
