Whenever you want to.

Why do people think there are rules to this sort of thing?

Except they are asking when should you decide to spend 300+ dollars on a piece of software. Not actually when to employ it. The thread title is misleading.

Actually, looking at the first post, the thread title isn't misleading at all; that's exactly what he was asking about.

Anyway, people don't necessarily think there are rules per se; they just want the advice of more experienced users. They figure that some methods or orders of doing things may work better than others, and they try to find those that work best. See Zarxrax's post, etc.
After all, that's why we have the A/V tech guides (as far as I can tell).

Yeah, I think it's a pretty valid question. If I were ever to get into AE (doubtful), I wouldn't mind getting some hints from the more seasoned users.

I think Drngd once posted his process for using the Premiere/AE combo on these forums. Search for it.

Here's my philosophy.

If you can do it in AE I can probably do it in vegas. If I cant then I've gota hit the blender forums or hopefully trythil's online.

There's a fine line that's walked when adding "glitter" to videos imo. I've watched a lot of videos that were very nice use of effects etc, but that's all they were.

Half the time I wasn't sure where the video was trying to take me because there was a big blue particle stream that was VERY distracting or some other sparkly thing that got in the way of the footage.
