The limit is only imposed on images uploaded locally to the site. Requesting that the user lower the filesize on externally hosted images is simply forum etiquette as there are still plenty of people that use 56k connections at this site.

Hmmmm... I think manditory hosting of avatars might be a good idea then. It would stop the problem for the < 50% of the internet connections that arn't rated as broadband worldwide (as of like 6 months ago).
