he's trying to conquer the Earth for women...

If that's not a good enough drive to kill Vegeta (since he's a male [ugly one too] that rivals him) and steal any women that Vegeta has hooked up with...

I vote vegita, I realy doubt this guy could beat him, note how you said this dark whatshisface guy 'tried to conquer the planet for women'.

Vegita, before he went super sayan, conquered planets for friezea as a day job. him and the other 2 known suviving sayans took down a planet in 3 days. SS4 vegita could beat him, SS vegita could beat him, and I am pretty sure regular vegita could beat him too.
