The requirement for "anime-styled art" seems to limit things drastically. It seems to require your own anime-like character and mecha designs since "anime-styled backgrounds and settings" doesn't make a whole lot of sense. Maybe this will become more clear when the rules are posted.
And since someone will ask, you're probably going to have to make your own music (if any) as well. Either that or have written permission or else use royalty-free, public domain material.
