locking threads that shoudl be deleted

It's a hit and miss situation, on one hand you lock it, and have the advantage that people can see it was posted previously and locked, but on the other hand, it may encourage people thinking they may get a reply before it gets locked.
I feel that inappropriate threads (such as ones asking for things that would lead to, or be direct copyright infringement, and other random, pointless threads that quickly degenerate into a character vs. character flame war) should be deleted. If you just lock it, you are effectively sweeping it under the rug, until someone finds it. But deleting it is also a bit like denying it's existance.
But locking serves useful in good threads gone bad, ie something that contains good opinions, information and so on, that may have turned personal, or gone extremely off-topic.
I agree with Garylisk about editing the offending post to remove the text, and put a witty comment by the staff
Perhaps start deleting threads, and PM or email the poster with some sort of formal warning (perhaps an automated one if possible?)
And if the higher ups feel it necessary to make an example of people through banning and such, (sometimes a good deterrent, I admit), then perhaps make a sticky "list of shame" and maybe a quick few words as to why the user suffered. A permanent reminder of why people get banned

Hadn't thought about the subject a lot till seeing this thread. The threads that get locked for being requests to illegal downloads or whatever that violates the forum rules should be deleted, or moved to a delinquent forum as was mentioned earlier. They serve no purpose being around. Other threads that get locked because they go too far off-topic or turn into flame wars can stick around, as they usually have something of value.
The "How do I make AMVs?!!11?!1" type of threads, I'm not sure if they should be deleted/moved or left in place after being locked. They have no value to anyone else, but the original poster would at least see whatever posts or guides get mentioned before it's locked.
