On page E33.

Oddly, the article has nothing to do with the character, or really Japan for that matter. It basicly goes on to explain how some 3-D animation from the states is being outsourced to Singapore. Lucasfilm and Nikson Fong are some mentionables in the article. It's a rather short and not very well developed article and isn't really worth reading.

Oh, here's the caption (having nothing to do with the article)
"Singapore has its eye on Japanese animation."

It's up for debate kids. Even though I don't really like the character and know little about him (or the series for that matter), I'd just thought I'd share it with you.
