ok i have a wav file that i need in an mp3 format, what program can i use to do this..?

You can use CDex found here http://www.cdex.n3.net/

It's easy to use, but make sure you take a look at the settings before you convert it and set the rate to what you want.

I like to use MusicMatch Jukebox. http://www.musicmatch.com

Be sure to check your convert settings when you use it. But generally as a default it always converts to MP3.
