How was this simple effect done?

AMV - Escaflowne - Souls of Rage and Sorrow (By NHMK)

I was wondering how to do that simple effect with the bars from video(2) appearing and overlapping the video(1) and then from a cross dissolve transition, is apperas at :32-:35, and at :39-:40, and then my fav. at :49-:52.

The techniques are for Vegas, but the principle is the same for any editing software.

That TV effect is in Ulead VideoStudio 6 as well.

can't someone make a guide about how to do all the effects people ask about?

ah, effects are useless if they're not properly integrated with a video. an effect for effects sake just makes crap.
