The dog that Poemi runs, erm, through, in Puni Puni Poemi, is that supposed to be Menchi from Excel Saga?

No, it was not Menchi..
However, you DO see Menchi on a table (at the aliens house I think, as whats-his-name finds out he is an alien himself)
