I doubt the guys who made the anime were serious about it -- the way it plays out, it's almost like a parody of every other action anime I've seen, and then of course you've got the characters commenting on the stupidity of what's going on. And like I said in the article, I definitely recommend getting it, especially if you're a fan of TMNT and/or anime. I found my copy on eBay.
And I joined the board so I could download this music video, but apparently I have to wait two weeks to do that. Because I am poor.

I once again remind you guys, The Super Turtles you see in the Anime were also in the American series, and it's not just some crazy Japanese idea.... I dunno about the Turtle Saint though.

Well Wes!, Japanese people take anything seriously. They can seriously have fun; anime parody's included.
Look at Excel Saga:
they make fun of anime in general, all anime genres and Japanese customs/way of life.
No reverence whatsoever and yet it’s still a stylized effort.
Someday I'll own the TMNT OVA no matter how scary people think it is.
