From what I've seen on someone else's PC once, it looked just like IE, basically. I think it's just some weird edition of it - and I thought it came with XP, for some reason (not that I would know)

msn explorer is the program you can use to login, check email, and browse the internet if you have if your isp is msn (kinda like aol/aol browser). it's actually worse than IE in many ways (slower, less functional) and i used to use IE instead of msn explorer anyways. right now (at home where i use msn dialup)i don't even use msn explorer to login - i just connect through the 'network connections' in the control panel.

I use Internet Explorer and every time I try to d/l something now I get
ERROR: You are attempting to download this video too soon after your last download attempt.
It's been doing that for 2 weeks now, I used to be able to d/l amv's but now it keeps doing that >_< I havent changed anything on my computer. I read this thread but I dont understand what the problem was for the other ppl? Was it because they where using MSN Explorer? Then what is my problem?

Sorry for my stupidity in being unable to figure this out on my own, and thank you for all help ^_^

Did you do what the first person did, and clean your computer off from malware?

Not anti-ciral programs, anti-malware. Ad-aware, or Spybot S&D.
