How do I re-upload a video? (Explanation inside)

One of the music videos that I uploaded didn't upload all the way, so literally if anyone tried to download that video it would only show the first 3 seconds and then stop. I want to upload it again but everytime I press "upload a video" it says that all of my videos are uploaded and won't let me do anything!
Please help

Request a deletion (link is on top of Edit My Videos page) and make sure to explain exactly why you want it deleted. Once, or rather if, it gets approved you can then upload the complete video.

Just for future reference, one the comfirm upload screen you should probably download the vid and watch it to make sure there were no problems before actually confirming the upload.
