Well, I said yes. Let's see if I can phrase why...
The first reason has been beaten to death already, so I won't elaborate beyond giving it a name: Weird Screencaps.
The second reason stems from the different types of screencaps threads we have, as well as mixing them. For example: the weird screencaps thread has tons of funny and definitely weird screencaps, but it also has ones that border on / come from Hentai. Those should be seperated, because sometimes the humor is too adult for some forum users, but not for others (not to put him on the spot, but Hitori posted some from an ecchi series that were seriously perverted and offended a different user who I can't remember). The same goes for Sexy Screencaps. There are those in there that could be seperated into things like Screencaps and fan art. The romantic screencaps threads end up going into sexy-land, as well as the ice cream picture request.
The third reason kind of ties in with the last part of reason two. There could be picture request threads in there, that way people can get something close to what they want if they can't find the picture.
There is also the wallpaper thread that could go in there.
The manga scans might be considered, but only if certain strict guidelines were posted to avoid scanning too much of a copyrighted material. We now allow anime video clips if they are of a certain length, so perhaps if one person could only post one page of a certain volume (giving room to post another page from a different volume of a certain manga), we could catagorise it with the same breath as the anime video clips. Also, that would *hopefully* cause people to think about what they are posting, and if it is worthwhile to post it.
I mentioned it before, but we could also seperate fan art from screencaps, because the two can be (and often are) very different. Screencaps actually happen in the series (duh), but fan art doens't. Of course people can be very creative with fan art, and even create their own comic strips, but that can deter people from a particular show if they are taken too far out of context (imagine if more people saw the Azumanga H-Doujin before they knew what Azumanga Daioh was? I doubt they would want to see the show at that point). As someone stated earlier, screencaps threads can turn people to a different show that they enjoy, and broaden their horizens.
I could even go so far as to enter a slippery slope with this. Imagine if all the DBZ newbies came and saw screencaps of other shows? If they decided to watch them, they could see that DBZ is not the best there is. That could decrease the amount of DBZ video uploading, which could in turn create more good videos to it because the experienced editors wouldn't hate it so much. But I'm really just tooting my own horn with this last paragraph.
So, in short, I vote yes.

Why is the question even being asked? I've lurked on these forums for a good while; never joined up, however. The screencaps threads are very awesome. Hitori knows his stuff in the caps he takes. Several series I recently accquired were beacuse of that thread.
