Dmitry Borisovich Kabalevsky.

The song used in FLCL (and, I'm assuming, that ep of Azumanga Daioh -- haven't seen it yet, although I have the DVD) is called Gallop. It's one part of a symphonic suite composed by D.B. Kabalevsky titled The Comedians. This particular suite was composed during the mid-to-late 30's (around the same time another Soviet composer, Prokofiev, was doing another classical work for children, Peter and the Wolf).

I don't know if Gallop (or, for that matter, any other part of The Comedians) was used previously in any earlier cartoons, but it wouldn't surprise me.
