I heard Tokyopop licensed the manga awhile ago.

They did. The first volume is out, with #2 due on Aug. 3, and #3 (final) on Oct. 12.

I've heard that the author of the novels (Morioka Hiroyuki) has several more novels planned, detailing the remainder of the war and having the crew of the Basroil figure prominently, but to date, there's been no announcements of further Seikai novels coming out.

I'm hoping that we'll be seing translated versions of the novels on this side of the ocean soon, especially now that TokyoPop is starting to license anime- and manga-related novels (Slayers and CLAMP Paranormal Investigators).
