Has anyone heard about this anime? is it a movie or a series. The graphic is good as far as i've seen but i couldn't find out if wether this is a serie or a movie.

Hoshi no Koe (AKA Voices of a Distant Star) is a single 25-minute OVA produced by Makoto Shinkai. You can find more information about it here.

Personally, I liked it, but it could have had better pacing.

Well, i started watching it but stopped after 2 minutes because i thought it was a series and i had only one episode. Silly me, gotta watch this

You must watch it, really great OAV, I recommend it to all my friends

It's okay. The lighting and settings of the anime are excellenct. The animation of the characters is okay (it's not great because it was animated by just one person).
It really depends on your tastes. If you're a hard core romantic then you'll probably like it. But if you're looking for something with a bit more of a plot (not saying that Voices of Distant Star doesn't have a plot) then I wouldn't recommend it.
