I'm not entirely sure... o_o;;
I know where to get ROMs, but is that really what you're looking for?

Well, if roms are greenlighted (not that I think we're allowed to post links by last check), gonna have recommend
Super Robot Wars (series of games, probably one of the ultimate anime-gaming experiences)
Over the years it's featured mechs and characters from:
Assorted Gundam titles
Macross
Mazinger Z (and later spin-offs Great Mazinger and Mazinkaiser)
Getter Robo (and so far seen signs of Getter Robo G and Getter Robo: Armageddon)
Neon Genesis Evangelion
Combattler V
Aura Battler Dunbine
Heavy Metal L-Gaim
Zambot 3
Goshogun
Dancougar
and several others I can already tell I'm forgetting (plus a number of pretty kickass designs they made just for the games)
It's a large franchise, so there's a lot to work through...the catch is that only one or two have been translated into English, but if you have no problem with Japanese text, go for it!

Go to the officail Japanese Naruto website and there are some sweet pon-level (AKA low-tech) Naruto games there. They're so fun!
Other than that I've played a couple of Evangelion games from the net... really wierd stuff.
